Why is this man smiling?

Last night marked George W. Bush's seventh State Of The Union address. I really need to know how he is able to smile and laugh and smirk throughout the whole ridiculous affair.

The economy is in the shitter, and we are at war. A war which he started, and in which our boys are dying every day. Yet he smiles and laughs and jokes around.

There were plenty of amusing moments throughout the evening. The close-up shots of Ted Kennedy with Barack, followed by the Hillary close-up. The thunderous applause from the Republicans while the Democrats just sat there.

But my favorite little moment of the evening came when Bush said the following(when talking about trade with Colombia) "If we fail to pass this agreement, we will embolden the purveyors of false populism in our hemisphere." Why is that my favorite moment of the evening? Because I'm pretty sure he had no idea what that sentence meant.
